The CD/Manual package includes an audio recording of a live seminar on CDs, along with a bound copy of the manual that was distributed at the seminar. The manual contains written materials prepared by the seminar speaker(s).

The CDs contain embedded number codes, which you are required to document and return to HalfMoon if you wish to obtain a certificate of completion for the program. The acceptance of self-administered continuing education activities vary widely between states and professions. Tim Brown

Mr. Brown has practiced water law for over 45 years beginning with the Texas Water Rights Commission, the Attorney General’s Office and since 1982 as a private practitioner. He represents individuals and many political subdivisions on issues concerning both groundwater and surface water. Mr. Brown received a B.A. degree and an L.L.B. degree from the University of Texas at Austin.

Denise V. Cheney

Ms. Cheney’s principal areas of practice are real estate, planning and development, and construction law matters, with an emphasis on the representation of cities, counties, and other local governments. She has represented both large and small cities in matters such as acquisitions and sales, commercial leases, easements, licenses, construction projects, and the development of real estate. She has represented various entities in the acquisition of office buildings, electric utility power plants, and water rights. To accomplish the project objectives, she has coordinated the land use planning, zoning, and development aspects of projects with the land acquisition and construction. Ms. Cheney has worked with communities in connection with a variety of land use and development issues. She has advised cities regarding the writing, codification, amendment and implementation of land use, zoning, and subdivision regulations and other ordinances. She has worked on matters involving private/public partnerships for economic development, affordable housing, “smart growth” development, downtown revitalization, environmental conservation, and historic preservation.Ms. Cheney has represented local governments in numerous construction projects, including municipal buildings, courthouses, jails, schools, and water/wastewater projects. She has served as legal counsel and expert witness in matters involving title disputes, easements rights and condemnation.

Stephen C. Dickman

Partner, Kelly Hart & Hallman in Austin
Mr. Dickman is certified in the practice of administrative law by the Texas Board of Legal Specialization. His practice includes representing clients in contested permitting cases before the State Office of Administrative Hearings, defending clients in environmental enforcement cases, advocating for clients in environmental rule making matters, and advising clients on how to maintain environmental compliance in the most cost-effective manner. As part of his water and sewer utility law practice, Mr. Dickman has extensive experience in negotiating and drafting water and sewer utility easements. Mr. Dickman also represents landowners affected by construction of electric power transmission lines in cases pending at the Public Utility Commission of Texas, and he advises clients on federal and state agency contracting and procurement matters.

Gregory M. Klipp

Mr. Klipp represents and advises individuals, utilities, and businesses in matters of water resource development, regulatory permitting (air, water, wastewater, oil, and gas), business management and transactions, land use development, water rights, natural resource rights, oil and gas development, groundwater conservation, real estate transactions, business development and transactions, utility regulation (RRC, TCEQ, and PUC ), service area disputes,and utility rates. Prior to joining The Jones Law Firm, Mr. Klipp worked as a solo practitioner in Austin, Texas, and as a law clerk in the State of Rhode Island Office of the Attorney General’s Environmental Law Division. He earned his J.D. degree from the Roger Williams University School of Law.

Marisa Perales

Ms. Perales has been with this firm since September 2005. She previously worked for the Third Court of Appeals in Austin from 2000 through 2004 and in the Environmental Law Division at the Texas Natural Resource Conservation Commission (now TCEQ) from 1998 through 2000. Ms. Perales is a member of the City of Austin Environmental Board. She earned her J.D. degree, cum laude, from Texas Tech School of Law.

Stacey V. Reese

Ms. Reese has extensive experience representing both plaintiffs and defendants in a broad range of civil litigation matters including business/commercial, intellectual property, employment, probate and estate, school, healthcare, personal injury, oil and gas, and real estate. She also practices in the complex and rapidly evolving area of water law. Ms. Reese handles groundwater matters related to procuring, protecting, securing and transferring or leasing groundwater as well as obtaining permits and complying with regulatory requirements and she has represented clients at the local and state level. She is an honors graduate of The University of Houston Law Center and was recognized as a “Rising Star” in 2014 in business litigation by Texas Super Lawyers.
