This seminar is open to the public and offers up to 6.5 HSW continuing education hours to architects and 6.5 continuing education hours to engineers in most states, including Virginia. Educators and courses are not subject to preapproval in Virginia.

This event has been approved by the American Institute of Architects for 6.5 HSW Learning Units (Sponsor No. J885). Only full attendance can be reported to the AIA.

HalfMoon Education is deemed an approved continuing education sponsor for New York architects. Christopher S. Decker, P.E.

Vice President/Project Manager at RDM International, Inc.
Mr. Decker has more than two decades of experience in pavement design, materials testing, quality control/quality assurance, and construction management. He is currently licensed in 22 states.  Mr. Decker serves as RDM’s vice president and as a project manager for various airport, roadway and forensic investigation projects.  Over the past five years he has successfully completed over 70 projects across the U.S. and abroad.  Mr. Decker has provided numerous training courses, project presentations and paper presentations for clients, professional society conferences and state, federal and international government organizations.  He has presented on topics including Proper Paving Techniques, P-401 Mix Design Requirements, P-401 Placement Requirements, P-501 Mix Design Requirements, P-501 Placement Requirements, Current Airfield Pavement Initiatives, FAA Update to P-401 (Superpave), From Pavement Design to Durability and Performance, Smoothness and Drainage, GMIA Paving in the Bullseye, Runway 10R/28L Replacement:  A Case Study of a Large Airfield Project at CMH, ACC Construction Session on Quality Acceptance and Testing, Resurfacing the Runway to the Nation’s Capitol, P-501 Placement using Slipform Pavers, Soil Cement Stabilization, Sustainable Design and Construction of Airfield Pavements, and Compaction of HMA Pavements.

Kenneth M. Justice, P.E.

Senior Director, Local Paving for the National Ready Mixed Concrete Association
Kenneth M. Justice, PE, joined the NRMCA in July 2016. His primary objective is implementing strategies that increase the use of the various forms of ready mixed concrete pavement in parking areas, local streets and roads, and other related pavement applications. Mr. Justice is based in the Philadelphia area, and he works with local, regional and state technical and promotion partners to help deliver concrete parking and street paving projects by supporting promotion,design and construction activities as well by providing training and presentations on concrete applications and promotion. Mr. Justice is also a pervious concrete and pervious pavements specialist, having been involved in over 300 pervious pavement projects, and he has spoken at hundreds of industry events, workshops and Webinars. Prior to joining the NRMCA, Mr. Justice was the promotion director for the Portland Cement Association Northeast for over 10 years. His duties corresponded with many of NRMCA’s pavement promotion goals. He has promoted the use of full-depth reclamation (FDR) of pavements with cement as well as the use of ready-mixed concrete for parking lots and related flat work. He has worked closely with architectural and engineering firms, municipal and agency officials, contractors, ready-mixed concrete producers and industry personnel. Prior to that, Mr. Justice worked as a civil engineer with over 25 years of experience as an engineering project manager, concentrating on pavement projects for airports, parking lots, and roads. He earned a bachelor’s degree in Civil Engineering from Villanova University in 1987 and a master’s degree in Civil Engineering from North Carolina State University in 1989. He is a registered professional engineer in New York, New Jersey, Delaware, Pennsylvania and North Carolina and also a LEED-accredited professional since 2006.
