Darshan Divakaran, MGIST, BSPA

North Carolina Department of Transportation

Mr. Divakaran is a UAS technology evangelist with expertise in unmanned and manned aviation, flight operations, airborne safety, remote sensing, geospatial analysis and program management. In this role as UAS program engineer with NC Department of Transportation’s Division of Aviation, he is the subject matter expert on unmanned aviation for the North Carolina Governor’s office, legislature, state agencies and public safety organizations. As UAS program engineer, Mr. Divakaran co-leads efforts to work with federal government, state agencies, public safety agencies, local government, industry, universities, and community colleges in North Carolina to integrate a statewide UAS program. Mr. Divakaran holds a Master’s degree in Geospatial Information Science and Technology from North Carolina State University and a BS degree in Professional Aeronautics (with minor in Aviation Management) from Embry-Riddle Aeronautical University. He is also an FAA certified commercial pilot with multi-engine rating and holds a FAA part 107 remote pilot certificate.

Douglas Moulton

Charlotte Aerial Solutions and Bird BrAIn, Inc

Mr. Moulton was first introduced to UAVs during his time as an active duty US Navy SEAL. During his years of experience with drones as a SEAL, he further honed his skills and knowledge by developing and building autonomous UAVs. He is the owner operator of Charlotte Aerial Solutions which focuses on thermal imaging inspection. He is also the cofounder of Bird BrAIn, Inc that has developed an artificial intelligence for the pest control industry utilizing ground and air based robots. Mr. Moulton is an FAA Licensed Commercial sUAS Pilot (Part 107), with nine years of experience. As a certified thermographer, he is an expert in infrared equipment and the accurate analysis of thermal imagery.

Kevin Nadeau, P.E.


Mr. Nadeau is one of S&ME’s first UAV pilots who received his UAV pilot license over two years ago. Mr. Nadeau’s UAV missions have included regular construction observations and documentation for a downtown development project, elementary and high school projects, the battleship North Carolina, and traffic observations. Mr. Nadeau is also a senior geotechnical engineer with S&ME in their Raleigh, NC office. He has over 14 years of experience managing and leading geotechnical engineering and construction testing projects. Mr. Nadeau was born and raised in Cary, received his degree from UNC Charlotte, and is married with two beautiful children.

Seth Swaim, PLS, GISP


Mr. Swaim is the remote sensing manager with WithersRavenel, a Civil Engineering/Surveying/ Planning/Environmental firm headquartered in Cary. The leading responsibility of this role is managing the UAS, 3D laser scanning, and hydrographic surveying efforts for the department. These methodologies are strongly based in technology and lead to high quality and valuable deliverables for our clients. One of the newest technologies is the addition of unmanned aircraft systems (UAS), and he actively develops UAS-based solutions for WithersRavenel. This includes GIS, mapping, photogrammetry, aerial LiDAR, topographic survey, inspection and many other applications where UAS can excel.

Thomas Walls

North Carolina Department of Transportation

Mr. Walls is the UAS technical trainer for NCDOT. In his role he works in data processing, flight operations and training. He has been an employee of NCDOT for the past 18 years. As a photogrammetrist for 17 years, he has specialized in data collection and processing for the state, in LIDAR processing, and as the unit’s CADD Coordinator. Mr. Walls served eight years in the US Army in the 1980s serving the first four as a 13fox (fire direction specialist) and his last enlistment as a 35G (geospatial intelligence imagery analyst). After the military he attended the University of Nebraska and received an A.A.S. degree in Construction Inspection and Surveying Science and started in NEDOT with the Photogrammetry Unit doing geodetic surveying, stereo compilation and aerial photography for five years. He later moved to MNDOT Photogrammetry Unit where he was doing all phases of photogrammetric processes for five years before relocating to North Carolina. Mr. Walls is also a Part 107 remote pilot and flies both fixed and rotor wing platforms.
