One week before the webinar attendees will receive an email with instructions on how todownload software that will be used for a demonstrative class exercise. Use of the software is forexercise purposes only and is not a required download and technical support for downloadingand installation will be limited.




Webinar Instructions

Each webinar session earns continuing education credit and can be registered for individually. All attendees must log-on through their own email – attendees may not watch together if they wish to earn continuing education credit. HalfMoon Education Inc. must be able to prove attendance if either the attendee or HalfMoon Education Inc. is audited.


Certificates of completion will be provided for each webinar attended and will be sent via email in PDF form about five business days after the conclusion of the series.


Webinars are presented via GoToWebinar, an easy-to-use application that can be run on most systems and tablets. Instructions and login information will be provided in an email sent close to the date of the webinar. It is highly recommended that you download, install and test the application before the webinar begins by clicking on the link in the email.

These live, interactive webinars are designed to qualify for continuing education credit for professional engineers and architects in most states. Please see each webinar listing for the number of available continuing education credits. Course participants need to be aware of any licensing restrictions on online learning to fulfill their continuing education requirements.

Gary Franc

Civil Engineer

Mr. Franc possess over 35 years of hydroelectric engineering, operations and development experience with 25 years involved with Federal Energy Regulatory Commission (FERC) issues dealing with licensing, relicensing and Part 12 dam safety compliance issues. He has demonstrated abilities in water resources modeling, hydrology, hydraulics, finance, database management, stochastic processes, computer systems, statistics and application software development. Mr. Franc has extensive knowledge of and experience with all the Corps’ Hydrologic Engineering Center’s (HEC) packages as well as Microsoft’s, Word, Excel, PowerPoint and Access Programs. He has managed projects dealing with the identification of new potential conventional hydropower, water supply and pumped storage sites and the acquisition of existing hydro assets. He has considerable experience in the development of site hydrology, including unregulated inflow, flood-flow frequency analysis, drought contingency plans, river-channel and reservoir routing, open-channel and rainfall runoff modeling and analysis.

Mr. Franc has developed reservoir operations models and has evaluated the energy output and financial viability of hydroelectric projects as part of feasibility studies. He is currently a sole-proprietor specializing in FERC licensing and compliance and due diligence for potential hydro acquisitions. A sideline of his business is the use of proprietary software packages that afford detailed study and development of energy potential and financial estimates for existing and proposed turbine upgrades, replacements or additions. Mr. Franc’s additional area of study is the development of probable maximum precipitation (PMP) and/or probable maximum floods (PMF) as they relate to the inflow design floods (IDF), spillway adequacy and emergency action plans (EAP).
