Webinar Instructions

Each webinar session earns continuing education credit and can be registered for individually. All attendees must log-on through their own email – attendees may not watch together if they wish to earn continuing education credit. HalfMoon Education Inc. must be able to prove attendance if either the attendee or HalfMoon Education Inc. is audited.

Certificates of completion will be provided for each webinar attended and will be sent via email in PDF form about five business days after the conclusion of the series.

Webinars are presented via GoToWebinar, an easy-to-use application that can be run on most systems and tablets. Instructions and login information will be provided in an email sent close to the date of the webinar. It is highly recommended that you download, install and test the application before the webinar begins by clicking on the link in the email.

Subijoy Dutta, PE

Executive Director/Proprietor, S&M Engineering, LLC, a Maryland Corporation with a registered office in Kolkata and affiliate offices in Pune and Mumbai India

For the past few years, Mr. Dutta has been working as the project manager for the Hydraulic Fracture Rule for the Bureau of Land Management (BLM). He has helped with crafting the preamble and the rule language for  HYPERLINK "https://www.federalregister.gov/articles/2015/03/26/2015-06658/oil-and-gas-hydraulic-fracturing-on-federal-and-indian-lands" Final Hydraulic Fracture Rule, published in the Federal Register, March 26, 2014.  Mr. Dutta led a team of professionals to develop this rule in house with expertise from within the Federal Agency. The team has responded to 1.3 million comments and incorporated suggestions and inputs from these comments to finalize the rule. This has saved the BLM over Five Million Dollars in cost. The primary purpose of this rule is to isolate and protect usable water from the drilling and completion operations; safe management of flow back fluids, and chemical disclosure of 'fracking' fluids. Having worked for USEPA for 20 years, proper environmental management of the oil and gas operations is his keen area of focus. Mr. Dutta coordinates with EPA routinely on related issues and have resolved a number of issues pertaining to the rule for the BLM on chemical disclosures and groundwater protection. He is the author of the following books: “Environmental Treatment Technologies for Hazardous and Medical Wastes – Remedial Scope and Efficacy”, published in March 2002 by Tata McGraw Hill Publishing Company. Mr. Dutta coauthored the following book: “Sustainable Mining Practices – A Global Perspective”, published July 2005  by Balkema Publishers (now a subsidiary Francis & Taylor Group, UK) , coauthored with Dr. Raj Rajaram, and Dr. K. Prarameswaram.
